President Xi Jinping attended a grand gathering on Wednesday celebrating the 40th anniversary of the establishment of the Shenzhen Special Economic Zone, and delivered a speech.

The establishment of SEZs is a great innovative move made by the CPC and the country in advancing reform and opening up as well as socialist modernization, Xi said.

他强调，兴办经济特区，是党和国家为推进改革开放和社会主义现代化建设进行的伟大创举。

Xi identified the valuable experience of Shenzhen and other SEZs, including adhering to the Party's leadership, upholding and improving the system of socialism with Chinese characteristics, adhering to the concept that development is of paramount importance, remaining committed to opening up on all fronts, taking innovation as the primary driving force, following the people-centered philosophy of development, and ensuring scientific legislation, strict law enforcement, judicial impartiality and universal law abiding.

习近平强调，深圳等经济特区40年改革开放实践积累了宝贵经验，深化了我们对中国特色社会主义经济特区建设规律的认识。一是必须坚持党对经济特区建设的领导，二是必须坚持和完善中国特色社会主义制度，三是必须坚持发展是硬道理，四是必须坚持全方位对外开放，五是必须坚持创新是第一动力。六是必须坚持以人民为中心的发展思想，七是必须坚持科学立法、严格执法、公正司法、全民守法。

He also highlighted experience such as achieving sustained development of economy and society as well as ecology and environment in a comprehensive and coordinated way, implementing the fundamental principle of "one country, two systems" in a comprehensive and accurate way, and giving full play to the leading and exemplary role of the SEZs while making overall plans for the country.

八是必须践行绿水青山就是金山银山的理念，实现经济社会和生态环境全面协调可持续发展。九是必须全面准确贯彻“一国两制”基本方针，十是必须坚持在全国一盘棋中更好发挥经济特区辐射带动作用，为全国发展作出贡献。

Chinese lawmakers are mulling over lowering the minimum age at which a minor can be convicted to 12, in individual cases under specific circumstances.

我国立法机构考虑在特定情形下将最低刑事责任年龄下调至12岁。

The proposal was made in a draft amendment to the Criminal Law, which was submitted Tuesday to the ongoing session of the Standing Committee of the National People's Congress. If a juvenile who has reached the age of 12, but is under 14, commits intentional homicide or inflicts an injury that leads to death under flagrant circumstances, he or she shall bear criminal responsibility upon attestation and approval of the Supreme People's Procuratorate, according to the draft.

10月13日，刑法修正案（十一）草案二审稿提请十三届全国人大常委会会议审议。草案规定，已满12周岁不满14周岁的人，犯故意杀人、故意伤害罪，致人死亡，情节恶劣的，经最高人民检察院核准，应当负刑事责任。

Currently, minors under the age of 14 do not bear any criminal responsibility in China.

However, some high-profile cases involving violent crimes committed by underage youths in recent years have sparked a heated debate on the minimum age of criminal liability.

Apple introduced the world to the iPhone 12 on Tuesday, unveiling four new models launching starting later this month, during a virtual event held at its headquarters in Cupertino, California.

The Shenzhen municipal government in Guangdong province and China's central bank jointly started issuing digital yuan red packets on Friday, bringing the general public closer to digital currency as China takes the lead in the field.

China vows to strengthen the crackdown on illegal behavior intended for blackmail, a problem of great concern to the people, according to a guideline issued on Oct 14.

针对人民群众反映强烈的“碰瓷”现象，我国于10月14日发布一项指导意见指出，将全面加强对此类违法犯罪行为的打击力度。

The guideline, jointly released by the Supreme People's Court, the Supreme People's Procuratorate and the Ministry of Public Security, identifies and specifies several illegal acts, such as deliberately crashing a car to claim compensation, and their corresponding punishments.

该指导意见由最高人民法院、最高人民检察院、公安部近日联合印发，针对“碰瓷”手法多样的情况，进一步明确案件的定性和处罚。

Acts of fabricating facts, concealing truths and swindling compensation, that meet the relating provisions of the Criminal Law, shall be convicted and punished as the crime of fraud, according to the guideline.

意见指出，虚构事实、隐瞒真相，骗取赔偿，符合刑法有关规定的，以诈骗罪定罪处罚。

The guideline also stipulates that whoever deliberately causes a traffic accident and blackmails the victim utilizing the victim's violation of provisions on road passage, which meets the relating provisions of the Criminal Law, shall be punished as the crime of extortion by blackmail.

指导意见还规定，“碰瓷”团伙若故意制造交通事故进而利用被害人违反道路通行规定等相要挟的，符合刑法有关规定的，以敲诈勒索罪定罪处罚。
