各位代表，现在，我代表国务院，向大会报告政府工作，请予审议，并请全国政协委员提出意见。这次新冠肺炎疫情，是新中国成立以来我国遭遇的传播速度最快、感染范围最广、 防控难度最大的公共卫生事件。在以习近平同志为核心的党中央坚强领导下，经过全国上下和广大人民群众艰苦卓绝努力并付出牺牲，疫情防控取得重大战略成果。当前疫情尚未结束，发展任务异常艰巨。要努力把疫情造成的损失降到最低，努力完成今年经济社会发展目标任务。去年，我国发展面临诸多困难挑战。世界经济增长低迷，国际经贸摩擦加剧，国内经济下行压力加大。以习近平同志为核心的党中央团结带领全国各族人民攻坚克难，完成全年主要目标任务，为全面建成小康社会打下决定性基础。
Fellow Deputies, on behalf of the State Council, I will now report toyou on the work of the government. I ask for your deliberation and approval. Ialso ask members of the National Committee of the Chinese People’s Political ConsultativeConference (CPPCC) for their comments. The cFovid-19 epidemic is the fastestspreading, most extensive, and most challenging public health emergency Chinahas encountered since the founding of the People’s Republic. Under the strongleadership of the Central Committee of the Communist Party of China withComrade Xi Jinping at its core, and through the hard work and sacrifice of ourentire nation, we have made major strategic achievements in our response tocovid-19. At present, the epidemic has not yet come to an end, while the taskswe face in promoting development are immense. We must redouble our efforts tominimize the losses resulting from the virus and fulfill the targets and tasksfor economic and social development this year. Inpursuing development last year, China faced many difficulties and challenges.World economic growth was weak, international economic and trade frictionsintensified, and downward pressure on the domestic economy grew. The PartyCentral Committee with Comrade Xi Jinping at its core rallied the Chinese peopleand led them in surmounting difficulties and accomplishing the year’s maintargets and tasks, thus laying the crucial foundation needed to reach the goalof building a moderately prosperous society in all respects.
一、背景知识
1. 国务院（the State Council）中华人民共和国国务院，即中央人民政府，是最高国家权力机关的执行机关，是最高国家行政机关。国务院由总理、副总理、国务委员、各部部长、各委员会主任、审计长、秘书长组成。美国国务院（U.S.Department of State）类似于外交部，主要负责外交事务；国务卿（Secretary of State）类似于一国的外交部长，但是职责不仅仅限于外交事务。2. 中国人民政治协商会议（Chinese People’s Political ConsultativeConference (CPPCC)）全国委员会由中国共产党、各民主党派、无党派爱国人士、人民团体、各少数民族和各界代表、台湾同胞、港澳同胞和归国侨胞的代表以及特邀人士组成。两会（two sessions）指的就是全国人民代表大会（NationalPeople’s Congress (NPC)）及中国人民政治协商会议。1. 请予审议 ask for deliberationand approvalDeliberation：深思，审议（long and careful consideration or discussion）；谨慎行动（slow and careful movement or thought）Eg：He replaced the glass on thetable with deliberationDeliberate：仔细考虑（consider carefully）；adj.深思熟虑的（fully considered），故意的（done intentionally）Eg：a deliberate attempt toprovoke conflict；a deliberate decision2. 新冠肺炎疫情 covid-19 epidemic流行病传播（epidemic：a widespread occurrence of an infectious disease in acommunity at a particular time）大流行病（pandemic：a prevalent disease over a whole country or the world）3. 传播速度最快、感染范围最广、防控难度最大的公共卫生事件：the fastestspreading, most extensive, and most challenging public health emergency；另外一个常见卫生事件为：国际关注的公共卫生突发事件（Public HealthEmergency of International Concern，PHEIC）4. 全国上下和广大人民群众艰苦卓绝努力: the hard work and sacrifice of our entire nation; 全国上下和广大民众注意英文简洁，在同传中节省时间。艰苦卓绝努力同义表达：painstakingefforts，work assiduously（showing great care and perseverance），work sedulously（showingdedication and diligence）5. 发展任务异常艰巨：The tasks we face in promoting development are immense.Immense同义表达为daunting（seemingdifficult to deal with），arduous（invovling strenuous effort）6. 把疫情造成的损失降到最低：minimize the losses；最低水平，最低点还可以说rock bottom；最低价：rock-bottom price，最糟糕的时候：at rock bottom7. 世界经济增长低迷：World economic growth wasweak/sluggish/gloomy8. 带领全国各族人民：rally the Chinese people（全国各族人民也可以说people of all ethnic groups）rally：重整旗鼓，集结（bring together again in order to continue fighting）；n. 群众集会（a mass meeting of people making a political protest or showing supportfor a cause），迅速恢复（a quick or markedrecovery after a reverse or a period of weakness）1. 疫情尚未结束：The epidemic has not yet come to an end.也可以说The epidemic is still spreading/ raging across the world/taking theworld by storm.（反说正译）
