“我会找那些正在撤离、或在考虑撤离中国的跨国公司……尽一切努力邀请他们来印度发展”，印度财政部长西塔拉曼（Nirmala Sitharaman）19日在参加完世界银行集团年会后对记者们说了这番话，并表示她回国后将制定一份“蓝图”，以吸引这些跨国公司。印媒《经济时报》报道称，印度财长西塔拉曼19日在参加完2019年国际货币基金组织(IMF)与世界银行秋季年会后对记者表示，她将为那些把眼光投向中国以外、把印度作为首选投资目的地的跨国公司准备一份“蓝图”。
她表示，那些考虑将业务撤出中国的行业领袖们，“肯定会认为印度是个合适的选择”。因此，对印度政府来说，现在与许多行业领袖见面并邀请他们来印度可能非常重要。“我回国后肯定会这么做……我回去后计划，以某种方式来确定那些正在或可能考虑撤离中国，来自美国、英国、欧洲的跨国公司”，西塔拉曼说，“我将制定一份蓝图，与他们沟通，并向他们解释为何印度是一个更加可取的目的地”。西塔拉曼表示，该蓝图将重点放在电子、锂离子电池和半导体等领域产业，其声称因为中国和印度拥有“共同的生态系统建设能力”。她还补充说，未来还将不断扩大产业范围。西塔拉还表示，她在与私营企业、世界银行、政府官员的多次谈话中了解到，越南是跨国公司撤离中国后的首选目的地，不过“现在可能趋于饱和”。她称越南没有足够的人力来实施“投资者和其他基础设施”的扩张计划。然而，印度方面一直在考虑以各种方式吸引跨国公司，其中包括制定优惠税率和免税期等财政激励措施。今年9月宣布下调企业税率也会对吸引跨国公司有所帮助。《印度斯坦时报》报道声称，在特朗普政府发起对华贸易摩擦后带来了一系列不确定性。有行业预估，至少有200家在华外企正寻求将其部分或全部产业链转移到印度等国家。
美国玩具制造商孩之宝（Hasbro）在去年7月宣布，该公司正不断扩大其足迹，将在全球范围内增加包括印度和越南在内的新的生产工厂。针对这每隔一段时间就会被拿出来炒作的“外资企业撤出中国”一事，我工信部副部长辛国斌此前在七月底就曾回应称，“从目前掌握的情况看，制造业外迁的规模不大，基本上还是以中低端企业为主。对中国经济增长、产业升级、劳动就业方面的影响总体可控。”辛国斌指出，中国拥有庞大的国内市场、完整的产业体系以及高效的基础设施，尤其是新技术应用等新优势，中国仍然是目前世界上最有魅力的投资热土。当时他还拿出了一组数据进行举例：2018年共有588家外商投资制造业企业调整了在广东的生产力布局，分散到越南、泰国、马来西亚等地。“这588家企业仅占全省外商投资制造业企业总数的1.44%，但是同期外国投资净增了1918家，像巴斯夫、埃克森美孚、富士康等一批百亿美元级的外资高端制造业项目相继在广东落户。”———— / END / ————
