据美国媒体报道，受新冠肺炎疫情影响严重的北达科他州州长道格·伯古姆11月9日表示，为解决日益严重的医务工作者短缺问题，北达科他州计划允许新冠病毒检测结果呈阳性、但无症状的医务工作者继续工作。

With hospitals at capacity and serious concerns about staffing as the coronavirus outbreak continues to worsen, North Dakota has taken the unprecedented step of allowing nurses who are actively infected with COVID-19 to continue going to work in some cases, an extraordinary move in a state that is dealing with the fastest-growing outbreak in the country.

Gov. Doug Burgum said that the state will allow asymptomatic COVID-positive health workers to continue going to work in COVID-19 units at hospitals and nursing homes.

伯古姆称，这一做法符合美国疾控中心的指导方针，且新冠病区的医护人员都穿着防护服。

According to Burgum, hospital administrators made the request to keep infected health care workers on the job, in accordance with guidelines from the Centers for Disease Control and Prevention (CDC). Burgum noted that workers in COVID-19 units already wear protective gear.

据外媒报道，北达科他州是全美新冠疫情最严重的州，上周人均确诊数和死亡数在全美最高，但州长伯古姆并未强制居民戴口罩，只是鼓励戴口罩，并让居民担起“个人责任”（personal responsibility）。

Despite those numbers, Burgum has resisted calls from health experts to enact a statewide mask mandate, instead choosing to encourage mask use and relying on "personal responsibility."

伯古姆将该州所有县都列为高风险（“high risk”）地区，要求各行业开工率降低到25%，但并未执行居家令（stay-at-home orders）。

Burgum has moved every county in the state into a “high risk” category, which recommends businesses to limit capacity to 25%.

The governor has not at any point in the pandemic moved any county to “critical risk,” which would require business closures and stay-at-home orders.

据福布斯报道，北达科他州这一举措遭到了专家的批评。

加州大学圣地亚哥分校全球卫生科学院副院长斯蒂芬妮·斯特拉斯迪（Steffanie Strathdee）说：

“I was aghast when I saw Governor Burgum announce that he was advocating forCOVID-positive nurses to continue to work at hospitals. My first thought was: is he crazy?”

“It is precisely why we need a national mitigation plan for COVID-19, so we can prevent governors from enacting ill-informed deadly public policies that will worsen the epidemic instead of alleviating it.”
