中央人大工作会议10月13日至14日在北京召开。中共中央总书记、国家主席、中央军委主席习近平出席会议并发表重要讲话，强调人民代表大会制度是我们党领导人民在人类政治制度史上的伟大创造，是在我国政治发展史乃至世界政治发展史上具有重大意义的全新政治制度。习近平强调，要坚持和完善人民代表大会制度，不断发展全过程人民民主。
President Xi Jinping has underlined upholding and improving the people's congress system and continuously enhancing whole-process people's democracy. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks while addressing a central conference on work related to people's congresses, held from Oct 13 to 14 in Beijing. The people's congress system, made by Chinese people under the CPC leadership, is a great creation in the history of political systems as well as a brand new system of great significance in the political history of both China and the world, Xi said.

2019年11月2日，习近平总书记考察上海市长宁区虹桥街道基层立法联系点时，第一次提出“人民民主是一种全过程的民主”。2021年3月通过的《中华人民共和国全国人民代表大会组织法》修正草案与《中华人民共和国全国人民代表大会议事规则》修正草案中，“全过程民主”被明确写入这“一法一规则”。今年7月1日，在庆祝中国共产党成立100周年大会上的重要讲话中，习近平总书记又特别提出要“践行以人民为中心的发展思想，发展全过程人民民主”，在其中加入了“人民”二字。
