(第二轮通知)城乡住房与土地利用政策——第六届土地政策SSCI期刊联合国际学术会议

城乡住房与土地利用政策SSCI期刊联合论坛,自2017年发起以来,分别以“城市化与城市转型中的土地政策与制度”、“城市更新与治理”、“城乡协调发展与土地利用政策”、“社会—经济转型中的土地利用政策”和“城乡融合发展与土地利用政策”为年度主题举办了五届,相应的研究成果集结成专刊先后在Habitat InternationalCitiesLand Use Policy出版。今年拟以“城乡住房与土地利用政策”为年度主题,在2022年10月16日举办“城乡住房与土地利用政策——第六届土地政策SSCI期刊联合国际学术会议”(Urban-rural Housing and Land Use Policy, 2022 Joint Forum by Cities-Habitat International-Land Use Policy)。


当今住房制度发展过度金融化、经济泡沫化和社会阶层固化,要实现新发展阶段房地产市场软着陆,亟需中央与地方、地方政府与城乡居民、城乡居民不同群体之间分配机制的良性重构。“坚持房子是用来住的、不是用来炒的定位,加快建立多主体供给、多渠道保障、租购并举的住房制度,加大保障房建设投入力度,城乡居民住房条件明显改善”是十九届六中全会《中共中央关于党的百年奋斗重大成就和历史经验的决议》中明确的住房方针。为加强国内外城乡住房与土地利用政策领域专家、学者的学术交流,本次会议立足于构建合理的住房供需体系顶层设计,旨在探究以人民为中心、以人为本的新型城镇化和改善城乡居民住房条件,探索住房需求导向的租购并举引导政策,深化供给侧改革,建立住房制度的多方协同配套政策体系,落实“房住不炒”的定位,实现住房产业健康发展。 


为加强国内外城乡住房与土地利用政策领域专家、学者的学术交流,通过搭建这一多元、开放的国际学术交流平台,以期为解决中国乃至全球的土地利用政策问题提供有益的理论指导和经验借鉴,贡献土地领域相关的具有科学性、创新性和前瞻性的智慧结晶,共同推动全球土地利用政策的发展,使之更好地服务于人类长远的生存和发展。因受新冠疫情全球持续蔓延影响,论坛组委会研究商定本次论坛线上举办。

Helen BAO


Professor of Land Economy, Department of Land Economy, University of Cambridge


Dr. Helen Bao is a Senior Lecturer in Real Estate Finance at the Department of Land Economy, a fellow at the Department of Land Economy, Cambridge University and the Director of International Relations in the Department of Land Economy. Helen’s research focuses on government policy and interventions that facilitate market operations and mitigate market failure in urban settings, such as sustainable urbanization and housing affordability. On the technical front, she specializes in the application of behavioural insights and hedonic price modelling in land and housing markets. Helen’s book, “Behavioural Science and Housing Decision Making: A Case Study Approach”, pushes the teaching and research frontier of behavioural urban studies.



Jie CHEN


Professor of School of International and Public Affairs, Shanghai Jiao Tong University


Jie Chen, Professor, Department of Public Economics and Social Policy at the School of International and Public Affair (SIPA) & China Institute for Urban Governance (CIUG), Shanghai Jiao Tong University. BA(Fudan), Master(Oslo), Ph.D.(Uppsala). He used to work as faculty at Uppsala University, Fudan University, and Shanghai University of Finance and Economics (SHUFE). His research area is urban and housing-related studies. His publications have appeared on Urban Studies, Housing Studies, Real Estate Economics, Journal of Housing Economics, Journal of Real Estate Finance and Economics, Small Business Economics, China Economic Review, Journal of Economic Survey, Journal of Urban Affairs, Social Science Quarterly, Economic System, Annals of Regional Science, Habitat International, Journal of Contemporary China and other international peer-reviewed journals. He is on the Trustee Board of Urban Studies Foundation, and on the editorial Board of Housing Studies (SSCI). Professor Chen has received several national-level research grants including the China-UK (NSFC-ESRC) joint funding. He serves as an active policy advisor for China’s central and local governments. He has also worked as a senior consultant for many international organizations including World Bank and Asian Development Bank.



Charles L. Choguill

Prof. Charles L. Choguill received his Ph.D. degree in Regional Science, University of Pennsylvania, USA. He was the former Editor-in-Chief of Habitat International from 1993-2015. His research interests focus on urban policy and methodology, land use and regional policy. In his 40-year career life, he has taught at Harvard University, the University of Sheffield, University of Illinois, Royal Melbourne University and King Saud University on urban planning issues, comparative studies, research aspects of planning and economic planning. As an excellent supervisor, prof. Choguill has successfully supervised 30 Ph.D. students on issues ranging from housing to urban planning and land. He has been the author of over 120 research publications on issues concerned with housing, urban development, infrastructure, and research methodology. His research has been published in many SSCI journals, such as Habitat International, Urban Studies, Cities, etc. He has served as associate editor of the Journal of Urban Management from 2018.


Xiangzheng DENG


Chair Professor at the University of Chinese Academy of Sciences


Prof. Deng is a Geographer and an Environmental Economist. He is also an interdisciplinary, problem-oriented sustainability scientist. He is now a chair professor at the University of Chinese Academy of Sciences (CAS) and the executive deputy director of the CAS Key Laboratory of the Pattern and Simulation on Land Surface in the Institute of Geographic Sciences and Natural Resources Research. Trained in Geographic Information Systems and Remote Sensing technologies, and environmental economics as well, he is currently a member of the Urban Knowledge-Action Network, Future Earth Initiative. He is also one member and observer of the Science-Policy Interface, United Nation Conversion to Combat Desertification. He has presided over many research projects and worked for and coordinated international collaborative research projects for the Natural Science Foundation of China, the Ministry of Ecological Environment, and the Ministry of Natural Resources of China. He has worked as a national reviewer of the IPCC report. He is also deputy editor and member of the editorial board of many well-known journals.



Chengri DING


Professor of Urban Studies and Planning, School of Built Environment, University of Maryland


Dr. Chengri Ding is a Professor of Urban Studies and Planning in the School of Built Environment at the University of Maryland at College Park. Prof. Ding is specialized in urban economics, urban planning, land policy, urban development strategy, and China. Dr. Ding is particularly interested in Chinese studies, focusing on emerging patterns of city dynamics and forces that shape and/or reshape the landscape of cities in its fundamental and dramatic transformation toward a market economy. He has published numerous articles in both English and Chinese and one and half a dozen books, single or coauthored, or edited. Dr. Ding orchestrated the establishment of the Lincoln Institute of Land Policy’s China Program and the creation of the Lincoln-Beida Land Center. Dr. Ding has been consulting with the central, provincial, and municipal governments of China on land policy, urban growth, development strategy, urban planning, public finance, and property taxation, urban transportation.


Xianjin HUANG


Associate Dean and Professor of School of Geographic and Oceanographic Sciences, Nanjing University


Professor Huang Xianjin is doctoral tutor and associate dean of the School of Geographic and Oceanographic Sciences at Nanjing University. He was selected as Changjiang Distinguished Professor in 2014 and currently served as the director of Human Geography Research Center of Nanjing University, Executive Vice Chairman of Chinese Democratic League in Nanjing University, member of CPPCC of Jiangsu Province. His research focuses on land economy and policy, land use and planning, resource and environmental economics. He had worked as the PI for more than 10 important projects, including the Major Program of the National Social Science Foundation of China, National Science & Technology Pillar Program during the 12th Five-year Plan Period, National Natural Science Foundation of China, National Social Science Foundation of China and International Cooperation Project. He was awarded the Yingdong HUO Education Fund twice, provincial and ministerial scientific and technological progress or philosophy and social science outstanding results first and second prize 5 times. He was elected in the New Century Excellent Talent Program of Ministry of Education.

Prof Hui research interests cover not only land and housing, but also real estate economics/finance and urban analysis. Prof Hui is among top 2% of scientists in the world-- urban and regional planning (Source Stanford Study 2020). On the professional front, Prof. Hui had served/is serving: for example, Town Planning Board, Long Term Housing Strategy Committee and Securities and Futures Commission (REITs Committee), Building Appeal Tribunal, Housing Authority and Housing Society, Estate Agents Authority, Urban Redevelopment Authority. He is currently the Vice Chairman of the Property Management Services Authority. 


Hualou LONG


Professor of Human Geography, Guangxi University and University of Chinese Academy of Sciences


Hualou Long is a Professor of Human Geography at Guangxi University and University of Chinese Academy of Sciences, and was selected as Distinguished Professor of the Chang Jiang Scholars Program and Leading Scientific and Technological Talent in the field of Territorial Space Planning, the Ministry of Natural Resources of the People’s Republic of China. Deputy Director of the Center for Regional Agriculture and Rural Development at the Institute of Geographic Sciences and Natural Resources Research, Chinese Academy of Sciences (CAS), and Deputy Director of the Center for Assessment and Research on Targeted Poverty Alleviation, CAS.


He is also the Director of the Commission on Agricultural Geography and Rural Development in the Geographical Society of China, the Director of the Working Committee on Youth in China Land Science Society, and the Steering Committee Member of the IGU Commission on the Sustainability of Rural Systems. He received a Ph.D. degree from Peking University in 1999. His research interests are China’s rural restructuring, urban–rural development, land use transition, and sustainable land use. He has published ten books including one translation on land use and urban–rural development and over 300 original research papers. Currently, he is serving as the associate editor of Habitat International, and editorial board member of Land Use Policy, Journal of Rural Studies, Land, Chinese Geographical Science and Journal of Urban and Regional Analysis. 


Liyin SHEN


Qiantang Distinguished Professor and Doctoral Supervisor, Zhejiang University City College

Liyin Shen, Qiantang Distinguished Professor and doctoral supervisor of Zhejiang University City College, director of the International Research Center for Sustainable Construction of Chongqing University. Professor Shen is also the honorary professor of the University of Hong Kong, and is the founding president of the Chinese Construction Management Research Association. He has been engaged in research on sustainable construction, sustainable urbanization, low carbon city construction, urban resource and environmental carrying capacity, experience mining theory and its application for a long time. More than 400 papers have been published, and Google has cited more than 20000 academic papers in total; Global highly cited scientists; Highly cited scholar in the field of management science in China; Top 2% of the world's top scientists. As the chief expert, Liyin Shen is responsible for more than 50 national projects, and has published more than 10 monographs in Chinese and English.


Yan SONG


Tenured Professor of the Department of Urban and Regional Planning, University of North Carolina

Yan SONG, tenured professor of the Department of Urban and Regional Planning at the University of North Carolina (UNC), and director of the Center for Chinese Urban Studies at the University of North Carolina (UNC); Researcher of Lincoln Land Research Institute and Urban Smart Growth Research Center. Professor Song has long been committed to the research of low-carbon sustainable urban planning, urban planning and transportation, urban planning evaluation and other fields. He has published more than 200 SCI/SSCI papers, cited more than 7000 times, and is one of the most influential scholars in the field of urban science in North America.


Bo-sin Tang


Professor at the Department of Urban Planning and Design, University of Hong Kong

Tang Bo-sin is a Professor at the Department of Urban Planning and Design and Director of the Centre of Urban Studies and Urban Planning of the University of Hong Kong. Before joining this University, he waa s Professor and Associate Head at the Department of Building and Real Estate of the Hong Kong Polytechnic University.


Prof. Tang received his Ph.D. in urban and regional planning from the London School of Economics and Political Science. He is a Registered Professional Planner (Hong Kong) and holds professional memberships with the Hong Kong Institute of Planners (HKIP), the Royal Town Planning Institute (RTPI), the Royal Institution of Chartered Surveyors (RICS), and the Hong Kong Institute of Surveyors (HKIS). He is also a Fellow of the UK Academy of Social Sciences.


Li TIAN


Professor and Deputy Head of Department of Urban Planning, Tsinghua University


Li Tian is a full professor and deputy head of the Department of Urban Planning, Director of Research Center for Land Use and Housing Policy, Tsinghua University. Director of Innovation Center of Intelligent Human Settlements and Space Planning & Governance, Ministry of Natural Resources. She published 14 books (including Chinese and English) and more than 140 Chinese and English journal papers, and she has been PI for more than 50 urban planning research and design projects, including the National Key R&D Program and Key Program of National Social Science Foundation. From 2014 to 2020, she has been listed by Elsevier as “Most Citied Chinese Scholars” in social science field for six consecutive years. Her research focuses on urbanization, land use and housing studies.

Prof. Yuzhe Wu received his Ph.D. degree at Zhejiang University in 2005. In 2004, he was awarded a doctoral fellowship from Lincoln Institute of Land Policy. He was a visiting scholar in University of North Carolina at Chapel Hill during the period between 2011 and 2012. Now he is a professor in the Department of Land Management at Zhejiang University. His research activities include urbanization, land use policy, sustainable development, and land use planning. He has published many academic papers in SSCI journals including Land Use Policy and Cities. He is the executive editor of the Journal of Urban Management (Elsevier), the editorial member of Habitat International (Elsevier) and China Land Sciences (in Chinese). Since 2019 he has been listed by Elsevier “Most Citied Chinese Scholars” in management field or public management field.



Jinming YAN


Dean and Full Professor of School of Public Administration and Policy, Renmin University of China


Yan Jinming, the Dean of School of Public Administration and Policy, the Executive Dean of National Academy of Development and Strategy of Renmin University of China, the Doctoral Supervisor, the Distinguished Professor of "Changjiang Scholars" of Ministry of Education, the expert enjoying the special allowance of The State Council. He is also a visiting scholar at the University of Cambridge and a postdoctoral fellow at Peking University. He is a specially invited consultant of the International Land Alliance (ILC), the vice president of China Land Society, the vice president of China Land Economy Society, the director of Digital Government and National Governance Laboratory of Ministry of Education. and the member of the Science and Technology Expert Advisory Committee of Ministry of Natural Resources. His research interests include land use and spatial planning, land administration and land law, and theories and methods of natural resources management. He has published monographs such as Land Law, China's Land Use and Planning Strategy, Land Consolidation Planning and Design, Comprehensive Land Consolidation, and more than 200 papers in SSCI\SCI, EI and CSSCI\CSCD journals.



Pengjun ZHAO


Dean and Full Professor in the School of Urban Planning and Design, Peking University

Professor Pengjun Zhao is the Dean and a full professor in the School of Urban Planning and Design at Peking University. He is also a professor in the School of Urban and Environmental Sciences, and the Director of Centre for Urban Planning and Transport Studies at Peking University. He is the Editor-in-Chief for Cities (Elsevier), the Vice-Chair of Transport and Geography Commission of International Geography Union (IGU).  He obtained his Ph.D. degree and postdoctoral job in Urban Planning at University of Groningen, the Netherlands. His research mostly focuses on spatial planning, and sustainable transportation.  


Jaap A. Zevenbergen


Professor of Land Administration and Land Management, University of Twente


Editor-in-Chief of Land Use Policy


Jaap Zevenbergen is a professor of land administration and land management at the University of Twente in the Netherlands. He combines a background in land surveying and law, which has given him a special, multidisciplinary edge on topics linked to land. He served and serves on several international land-related boards, including his Editor in Chiefship of the journal Land use policy since 2019.


Research interests:


On land administration, the focus of his research, advisory services and publications is international, whereas the focus in geo-information studies was usually on the Netherlands. A key publication has been the book "Real Property Transactions; Models, Costs and Comparisons" (IOS Press, 2007), of which he acted as main editor and co-author of two chapters. This book was the final result of a European project 'Modelling Real Property Transactions' (Action G9 of the COST program, of which he acted as vice-chair), and it gives a base for comparing European land administration systems. Currently, his main research relates to innovative, pro-poor land tools in cooperation with UN Habitat and the World Bank. In this work knowledge on Geo-ICT and land governance has to be brought together to align these technological and institutional aspects.



Jian ZUO


Professor at the School of Architecture and Built Environment, University of Adelaide


Dr. Jian Zuo is a Professor in Sustainable Construction at the School of Architecture and Built Environment, The University of Adelaide. His main research interests are related to sustainable built environment via both technical (e.g. smart technologies) and managerial (e.g. policy intervention and behavioural change) means. In particular, he has undertaken extensive research in construction and demolition waste recycling and management. As the lead researcher, he has been involved in a series of competitive grants in Australia such as Discovery Projects and Linkage Projects funded by the Australian Research Council as well as many other national key projects. He has long been engaged in the study of ecological towns, green buildings and sustainable development of the construction industry. Published more than 100 papers in top journals, including more than 80 journal papers indexed by SCI and SSCI, Google Scholar indexed more than 16,000, and the H-index is 71.
